Preventing unreasonable
and costly regulation of the rental housing industry is the primary
mission of RHA’s Government Affairs Department. RHA monitors issues
affecting rental owners and managers at all three levels of government:
local, state and federal. RHA keeps our members informed and involved
on critical issues via special alerts, magazine articles and political
action events.
Local Issues
RHA advocates before city councils, county boards and other bodies in
eight counties within the Sacramento Valley region. Issues such as new
ordinances and fees on rental properties are often determined at the
local level, where RHA is recognized as the voice of the industry.

State Issues
RHA is a local chapter of the California Apartment Association (CAA),
a statewide organization that advocates on behalf of the rental housing
industry before the State Legislature, State agencies and regulatory
bodies. RHA assists CAA by generating grassroots involvement of its
members to influence state legislation and regulatory issues.

Federal Issues
RHA monitors federal issues by working closely with CAA and a national
network of other rental housing associations. Many industry regulations
are established by federal agencies, such as the Environmental Protection
Agency or Federal Communications Commission. For more information or
